Our Staff

The Aaron Price Fellows Program is managed by Executive Director Annie Lyles and Director Theresa Frazier.  Hien Ihde provides program support, and Jennette Lawrence Shay consults on alumni and fellows programming. Program Facilitators provide additional mentorship and supervision at local events and on trips.

Annie Lyles, MSW

Executive Director

Annie Lyles is an alumna from the Class of 1994. Annie has been creating and leading youth development programs for almost twenty years. She has a BA in Social Policy from Northwestern University and a MSW from University of Washington with a concentration on social justice models in multi-ethnic practice. Prior to joining Price Philanthropies, Annie consulted for federal agencies, private foundations and local municipalities seeking to improve the lives of adolescents and their families. She also worked as a Youth Program Specialist for the County of San Diego’s Health and Human Services Department and as a social worker at Clark Middle School in City Heights.

Annie enjoys exploring San Diego neighborhoods with her two young daughters and husband. She loves cooking and reading and doesn’t miss a chance to try new things. Her current passion is learning to make guisados (Mexican style stews) and she continues to curate an annual book list with great books by diverse authors. Someday she is going to learn to play the bongos.

Theresa Enriquez Frazier

Director

Theresa Enriquez Frazier, the former Theresa Battle, started her journey with the Aaron Price Fellows in 1995. She is a native of San Diego, a self-proclaimed US Navy brat, and a wife, daughter, and mother of three children.

She previously worked in fundraising and politics, but quickly realized that working with young people was her true calling – her passion.

Aside from talking about herself in the third person, Theresa loves to spend time with family and friends, laughing with her husband, Michael, and discovering new passions like rowing!

Theresa Enriquez Frazier

Director

Hien Tran Ihde

Program Manager

Hien Tran Ihde is an alumna from the Class of 1999 and the Program Manager. Hien previously worked for the Aaron Price Fellows Program and at the San Diego VA Hospital in the Department of Pathology and Laboratory Services, before rejoining the Aaron Price Fellows team in 2016.

During her time as a Fellow, Hien developed extraordinary friendships, professional resources and an understanding of how a city works. She loves using her experiences and skills to help facilitate personal growth in the next generation of exceptional Fellows.

Hien and her husband are enjoying the adventures of parenthood with their two toddlers. She is thankful to call San Diego her home and in her spare time she loves to cook for family and friends.

    Mark Blackshear

    Mark is a Youth Mental Health Counselor at Fred Finch Youth Center. He has worked with the Aaron Price Fellows Program since 2014.

    Jose Enriquez

    Jose Enriquez is a prospective Licensed Professional Clinical Counselor with an emphasis on Multicultural Community Counseling. He has worked with high school youth for over ten years and joined the Aaron Price Fellows Program in 2015.

    Kasimu Harley, MFT

    Kasimu is licensed Marriage and Family Therapist and a member of the Counseling Staff at Hoover High School. He has worked with the Aaron Price Fellows Program since its founding in 1991.

    Arlene retired from a multi-decade career at the San Diego District Attorney’s Office in 2014 and currently runs Village of Promise. Her son Dorian is an Aaron Price Fellows Alumni from the Class of 1998 and she has worked with the Aaron Price Fellows Program since 2004.

    Jane Westfall

    Jane is currently pursuing her teaching credential at San Diego State University. She is an Aaron Price Fellows Alumna from the Class of 2010 and has worked as a facilitator since 2011.
